Your telegram 6th September Singapore Tin shipment cannot be permitted. Re-export of Straite Settlements Tin from Hongkong to Foreign countries cannot be permitted except in case of consignments transhipped under licence from Goverment of Straits Settlements. Persons in Straits Settlements wishing to ship Tin to foreign countries must obtain licence there and not ship to Hongkong for re-exportation.
